The Governance Notes series provides analytical commentary on emerging governance questions related to the GRACE Framework and associated policy developments.
The current series examines governance implications arising from the proposed UK–EU arrangements concerning Gibraltar, including operational architecture, public service capacity, fiscal attribution, and institutional decision-making dynamics.

Applying the GRACE governance methodology to the published UK–EU Agreement in respect of Gibraltar (March 2026).
The publication of the draft United Kingdom–European Union Agreement in respect of Gibraltar in February 2026 provides the first opportunity to examine the proposed frontier arrangements through the governance methodology set out in The GRACE Framework.
The notes below examine the treaty through three analytical lenses:
- the stability of the GRACE governance baseline
- the operational architecture described in the treaty text
- the governance questions that arise as implementation is considered
Taken together, these notes examine the treaty through a governance lens, focusing on transparency, institutional accountability, and fiscal clarity.

The GRACE methodology evaluates complex public policy arrangements through several core governance principles, including transparency of operational authority, fiscal attribution and accountability, safeguarding protections, and democratic consent mechanisms.
Implementation Watch
The Gibraltar treaty represents a live governance framework whose operational implications will become clearer as implementation progresses.
The GRACE methodology evaluates such arrangements not only at the point of publication but throughout their institutional lifecycle, including implementation, operational review, and renewal phases.
As additional information becomes available — including implementation protocols, operational guidance, financial arrangements, and institutional review mechanisms — further governance notes may be published to examine these developments through the GRACE framework.
The objective of this monitoring approach is not to anticipate outcomes but to support transparent public understanding of how complex governance arrangements operate in practice.
